A friend of mine went down to help rebuild New Orleans and all his tools were stolen. And then the government would not pay him for the work he did do.
The wash out actually dramatically decreased the expenses of the city. Cleaned out many people on welfare.

More than can be counted. Examples are the Southern Baptists, Catholic Charities, the Episcopal church, the Methodist church the Salvation Army, Habitat for Humanity, and the national SPCA.
Another answer is correct and a huge area was devastated by Katrina – much more than just New Orleans. However, Katrina made landfall in Louisiana by crossing the state just south of New Orleans, and then went ashore in Mississippi.

South Central Conference of the UCC denomination for one. I am sure many have helped, though.
